A guide to the democratic process

Understanding the presidential election

From candidacy to the final result: eligibility, endorsements, campaigning, voting, counting, oversight and proclamation.

5 ansLength of the presidential term
500Required endorsements from elected officials
2 toursIf no absolute majority is won in the first round
18 ansMinimum voting age
01

From intention to official candidacy

A public declaration is not enough. The Constitutional Council establishes the final list of candidates after verifying elected-official endorsements, eligibility requirements and the required declarations.

General requirements

  • Be a French national and at least 18 years old.
  • Hold full civil and political rights.
  • Not be legally disqualified from standing.
  • Comply with the declarations required for the election.

What Baromètre 2027 shows

The site distinguishes between people being followed, declared candidacies and the validated official list. This prevents a political intention from being presented too early as a legally confirmed candidacy.

02

The 500 endorsements from elected officials

Each candidate must obtain at least 500 endorsements from eligible elected officials. They must come from at least 30 departments or overseas collectivities, and no single territory may provide more than one tenth of the required total.

An endorsement is not a voteIt confirms that a candidacy may take part in the election. The names and offices of elected officials endorsing a candidate are made public under the applicable rules.
03

Why are there two rounds?

First roundAll official candidates take part.
Absolute majorityMore than 50% of valid votes cast: election in the first round.
or
Second roundOtherwise, the two leading candidates remain in the race.

In the second round, the candidate receiving the most valid votes is elected. Blank and invalid ballots are counted among voters but not among valid votes cast.

04

Campaigning, media and finance

Broadcast pluralism

Arcom monitors speaking time and airtime for candidates and their supporters. The rules change across the electoral timetable and culminate in strict equality during the official campaign.

Campaign accounts

Income and expenditure are recorded in a single account, subject to spending limits and oversight by the National Commission for Campaign Accounts and Political Financing.

Electoral silence period

On the day before and the day of the election, campaigning and the premature publication of results are restricted to protect the integrity of the vote.

Official candidate statements

Official documents provide direct access to candidates’ submitted proposals, alongside interviews, publications and public meetings.

05

Who can vote, and how?

Any French citizen aged at least 18, holding civic rights and registered on an electoral roll may vote. Voters can check their registration and polling station online.

06

From ballot paper to official record

After polling closes, the count is public. Ballots are opened, read, counted and recorded on result sheets. The polling station rules on doubtful ballots and then draws up a detailed official record.

Blank, invalid and valid votesBlank and invalid ballots are included in turnout but not in the total of valid votes used to calculate candidate percentages.
07

Who guarantees the integrity of the election?

Constitutional CouncilValidates candidacies, oversees the integrity of the election, examines complaints and proclaims the results.
Ministry of the InteriorOrganises the election in practice and centralises provisional results.
ArcomEnforces pluralism and the rules applying to broadcast media.
CNCCFPAudits campaign accounts and financing rules.
08

Read a poll without treating it as a result

A dated snapshot

A poll measures stated intentions among a sample in a specific context. It does not mechanically predict the final vote.

Points to check

  • Polling organisation and commissioner.
  • Fieldwork dates and sample size.
  • Data-collection method.
  • Candidate scenario tested.
  • Margin of uncertainty and changes over time.
